The Smog Check Fair Oaks Program is an important part of the Condition ‘s efforts to improve the air we breathe. Who administers the Smog Check Fair Oaks Program?
The California Department of Consumer Affairs’ Bureau of Automotive Repair (BAR) administers the Smog Check Fair Oaks Program. Vehicles are inspected each year by more than 7,000 State-licensed and independently owned stations throughout the State.
How frequently does my vehicle need to get examined?

What vehicles require a Smog Check Fair Oaks?
Gasoline-powered vehicles, hybrids, and alternative-fuel vehicles that are model year 1976 and newer require a Smog Check Fair Oaks, with the following exceptions:
- Four model-years and newer do not require a change-of-ownership inspection.
- Six model-years and newer do not need a biennial (every other year) inspection.
To determine the first year per car is subject to a biennial or change-of-ownership Smog Check, include six or four, respectively, to the model year of a motor vehicle. For example, a 2010 model-year automobile will initially be subject to a biennial Smog Evaluation in 2016 (2010 6 = 2016) plus also a change-of-ownership Smog Test at 2014 (2010 4 = 2014).
Diesel-powered vehicles 1998 and newer with a gross vehicle weight rating of 14,000 pounds and less require a Smog Test.
Motorcycles and electric-powered vehicles are exempt from the Smog Check Fair Oaks Program.
Is the Smog Check Fair Oaks Program biased against older automobiles?
No. Even though California law requires that the Smog Test Program to focus on high-polluting vehicles, the Smog Check Program also doesn’t require older vehicles to meet the same emissions standards as newer vehicles. Smog Test emissions criteria take under consideration the age, make and model of each car, to ensure a car is not held to a standard that applied if the vehicle was originally manufactured.

Vehicles enrolled in an Enhanced Place are subject to a treadmill emissions test on a dynamometer and may require testing in a STAR-certified station.
Have California auto emissions standards changed?
Yes. BAR periodically corrects some criteria to raise their fairness. As a result, some criteria become marginally more stringent than they were formerly and a few slightly more lenient. California’s emissions criteria consider the model-year, automobile make and model, and gross weight of the motor vehicle. Older cars have significantly less stringent criteria than newer ones. No older vehicle is held to the same criteria as a newer, more technologically innovative car or truck. Allowances are made for ordinary wear and tear at a vehicle’s emissions control system as it ages. Standards are established through a regulatory process and are made available for public comment before they’re adopted. The last adjustment occurred in 2010.
